North Las Vegas Municipal Code §17.24.060(C)(1)(c): 1.5 five-gallon shrubs per 50 ft² of qualifying front / unenclosed street-side yard. Excludes driveways and areas behind rear-yard walls.

Highland Hills CC&Rs: §9.6 provides for ARC-acceptable front-yard groundcover and protects water-efficient landscaping; §9.7 requires landscape upkeep, including desert landscaping; §12.3 covers architectural review of applicable exterior changes.
